Lashkar-e-Toiba founder Hafiz Saeed tops the list of India's 50 most wanted terrorists, which the Government believes are in Pakistan. CNN-IBN has accessed India's list of 50 most wanted terrorists in Pakistan which also includes underworld don Dawood Ibrahim and Parliament attack mastermind Maulana Masood Azhar.

The list was handed over by Union Home Secretary GK Pillai to his Pakistan counterpart Chaudhary Qamar Zaman during the Home Secretary level talks in March in New Delhi.

While Saeed tops the list, others include Sajid Majid (listed No. 2), Sayed Abdur Rehman alias Pasha (3), Major Iqbal (4), Illyas Kashmiri (5), Abu Hamza, Dawood Ibrahim (8), Anees Ibrahim, Chhota Shakeel, Major Sameer Ali and Zaki Ur Rehman Lakhvi (49).

India has accused Saeed, Sajid Majid, Sayed Abdur Rehman, Major Iqbal, Major Sameer Ali and Abu Hamza of being involved in the conspiracy to carry out the November 2008 Mumbai terror attacks.

Jaish-e-Mohammed chief Maulana Masood Azhar, who was released in exchange of hostages in the Khandhar hijack episode in 1999 and masterminded the 2001 Parliament attack, is also on the list.

But Pakistan maintains that Dawood Ibrahim is not in the country. Pakistani Interior Minister Rehman Malik denied Dawood's presence in Pakistan in an interview with CNN-IBN Deputy Foreign Affairs Editor Suhasini Haidar.

"I think marrying a lady in Pakistan does not give a certificate that Dawood Ibrahim is in Pakistan. But if you have any information we will be happy to have a look into it. If we get hold of him naturally we will look into it. But as far as our information is concerned he is not," said Malik.

Dawood's accomplices and 1993 Mumbai bombings accused Memon Ibrahim alias Tiger Memon, Shaikh Shakeel alias Chhota Shakeel, Memon Ayub Abdul Razak, Anis Ibrahim Kaskar Shaikh, Anwar Ahmed Haji Jamal and Mohammed Ahmed Dosa are also on the list.

In the chargesheet five people have been named as an accused in the case of "conspiracy to bomb places of public use in India" and one of them, identified as Major Iqbal, is a serving officer in the Pakistani Army.

Sajid Majid alias Sajid Mir alias Wasi alias Ibrahim alias is 35 years old and is considered a close associate of Lashkar leader Zaki-ur-Rehman Lakhvi.

Kashmiri, who is a former Pakistani commando and is cited as one of the masterminds of a plot for a series of "Mumbai-style" attacks in European cities in 2010, could replace Osama bin Laden as the new terrorist head of Al Qaeda, according to US officials.

The bearded Kashmiri, who is also named in the terrorism case against Pakistani Canadian accused Tahawwur Hussain Rana, has been described by one senior US official as a rising star in al Qaeda terror group, NBC News reported.
